We strongly advise against users creating and running sites in SharePoint Online.
At this stage we do not have the documentation available to our support teams or our users to facilitate the self provisioning of SharePoint Online sites. Any support is self-service and care should be taken with permissions and sharing of site information.
SharePoint Online underpins OneDrive and Teams, as such we are unable to disable it.
