This is a brief report on\u00a0the\u00a02014\u00a0Innovations in Tertiary Education Delivery Summit<\/a>\u00a0(#ITES2014<\/a>), which took place on\u00a0June 5-6 2014 at the\u00a0Auckland Museum<\/a>. The focus of the summit was online education generally, and MOOCs in particular. The two big questions that were posted on the\u00a0conference website<\/a>\u00a0and discussed in small in\u00a0groups during the event were:<\/p>\n

How will technology change the nature of tertiary teaching and learning in the next ten to twenty\u00a0 years?<\/h3>\n

What are the challenges of changing delivery and uptake of education for existing institutions?<\/h3>\n<\/blockquote>\n

A discussion document,\u00a0Massive Open Online Courses<\/em><\/a>, prepared by the\u00a0Tertiary Education Commission<\/a>, was released\u00a0ahead\u00a0of the\u00a0summit to\u00a0provide some background about\u00a0MOOCs, especially in\u00a0the New Zealand context. A\u00a02016 scenario guide to effective tertiary education in New Zealand: Planning resource for senior managers<\/a><\/em>\u00a0(13-page\u00a0PDF<\/a>,\u00a0Sept. 2012\u00a0Andrew Higgins, Niki Davis, and Pinelopi Zaka) served as a\u00a0scenarios\u00a0guide. A\u00a0206-page\u00a0Government and sector-level tertiary e-learning initiatives An annotated bibliography<\/em><\/a>\u00a0(NZ\u00a0Ministry of Education<\/a>, June 2014), published just before the summit, provided a review of the\u00a0literature dealing with\u00a0eLearning initiatives, with a focus on Open Educational Resources and MOOCs.<\/p>\n

The two-day event was opened by\u00a0Hon, Steven Joyce<\/a>, and the presenters included\u00a0Professor Jim Barber<\/a>,\u00a0Simon Nelson<\/a>\u00a0(FutureLearn<\/a>),\u00a0Christian Long<\/a>,\u00a0Dr John Gattorna<\/a>,\u00a0Mark Sagar<\/a>,\u00a0Stephen Haggard<\/a>\u00a0(read his\u00a0Maturing of the MOOC<\/a>,\u00a0<\/em>2013) and\u00a0Salman Khan<\/a>\u00a0(founder of the\u00a0Khan Academy<\/a>). The\u00a0New Zealand Herald reported on the\u00a0summit<\/a>\u00a0on Friday June 6.<\/p>\n

A show of hands at the\u00a0beginning of the summit\u00a0indicated\u00a0that few\u00a0of the participants had experienced a MOOC first hand. Not many used Twitter during the\u00a0event \u00a0(I archived 276 twitter posts that included the “#ITES2014” hashtag<\/a>) and, although attendees were invited to post comments on a website, the conference presentations were not streamed or archived. This\u00a0is a shame, as\u00a0many good points were made and several\u00a0innovative\u00a0projects\u00a0were discussed (the\u00a0archived tweets<\/a>\u00a0include links to some of these).<\/p>\n

Minister Joyce said “Can I encourage you to focus completely on the\u00a0learner”, and he noted that more would have to be done to “incentivise\u00a0innovation”. However,\u00a0\u00a0he also acknowledged that the\u00a0tension between teaching and research was likely to continue. Several presenters talked about the disaggregation of higher education and the increasing need for institutions to specialise. They advocated for substantial changes to the tertiary sector, and for\u00a0a more flexible, technology-enabled, customer-driven approach. The small group discussions, however, dealt with some\u00a0of the\u00a0more practical issues and concerns. These included the importance of open licences (see\u00a0Creative Commons<\/a>) and the danger of compromising\u00a0public control over higher education by partnering with for-profit MOOC platforms.<\/p>\n

Simon Nelson announced that the\u00a0University of\u00a0Auckland will be\u00a0offering two MOOCs through the FutureLearn platform<\/a>\u00a0later this year (‘Academic Integrity’\u00a0and\u00a0‘Data to Insight’). There were no other major announcements or discussions of planned initiatives.\u00a0Whether Massive Open Online Courses will be part of the tertiary landscape in ten or twenty years from now is hard to say, but is its is likely that digital networks\u00a0will be, and that more change is going to come. Rather than asking how technology will change the nature of tertiary teaching and learning in the future, perhaps we should ask ourselves what changes we would like to see and how we can work together to\u00a0develop, and\u00a0realise, a shared vision.<\/p>\n
